With a sharp knife, cut the fish into 1/4 to 1/2-inch cubes. Place the fish in a small non-reactive bowl and toss it gently with the onions, 2 teaspoons of the soy sauce, the sesame oil, chile paste, and a pinch of salt.

Set aside at room temperature for 30 minutes. Meanwhile, place the wakame in a small bowl, cover with cool water, and soak until the seaweed is plump and unfurled, about 10 minutes. Drain, squeeze out excess water, and toss with the remaining teaspoon of soy sauce; Toss the diced avocado with the lime juice and pickled ginger. Season to taste with salt and pepper and set aside. Scrape the seeds from the cucumber halves with a spoon and discard. Toss the cucumbers with the vinegar and a pinch of salt.
