I think Portland Maine could compete well against the Worcester area from the way I remember it.. Taxes are going to be an issue in either place though Ma has it way over Maine in the job dept.. I look at things in the big picture.. if you can afford to come to Maine and live here for a few years and test the waters and are pretty confident you could leave if you wanted to then I say dont be afraid of new things..
With that said though when it comes to making a perminant decision you have to think long term.. I have high hopes things will imrpove for Maine but when I look at the way things are right now and if they were not to change.. I would have to choose Ma over Maine.. think about the long term impact of making just 10k a year more for the next 30 years... think about how hard it will be to buy your first home but 7 years down the road your home will be a much sounder and wiser investmen then here in maine.. and it will be a little more affordable because you will be making more money.. Think about the opportunity to live and work in one place and raise your family knowing they will get a good education, have opportunitites to further their education and then live and work and raise their children in same town they were lived in.. And think that when your retired the value of your home, your investments ect will be that much more.. I am not saying you cant do those things in maine but its a lot more difficult..

Edit: I had gone to the police department when I first arrived to question about my gun and they seemed very...lax, for lack of a better word, than I'm used to. When I asked about concealed permit, I was only told I had to take a safety course, (seems silly considering I was in the military but ok, I'll do it), but nothing more than that. I guess that's it then? You take the course, they run a check and you have it? I cant really comment fairly on the worcester area because I have no experience living around there.. But you might consider North Attleboro (nicer than Attleboro) and some of the towns around the border of RI..
